RCE Gippsland-2012

1. Aim: What was the aim of your evaluation? :
An evaluation of RCE Gippsland's activities was conducted prior to the drafting of the Strategic Plan. The aim of the evaluation was to measure how well the organisation had established processes to ensure effective and efficient governance, promotion and support of research, building and maintenance of partnerships and promotion and support of Education for Sustainable Development in the 6 months since its application for RCE status.
2. Time: When was your evaluation undertaken? :
An evaluation was carried out in one three hour session during the preliminary stages of drafting the Strategic Plan, in April 2012.
3. Participants & role: Who participated in evaluation and what was their role? :
The majority of members of the steering committee contributed to the evaluation. The evaluation was facilitated by the newly appointed RCE Project Officer, Linda Wilkinson. Participants included Dr. Monica Green (Monash University) Dr Barabara Johnson (Convenor), Scott Ferraro (Gippsland Climate Change Network), , David Bruce (GippsTafe), Christine Holland(BBLLEN), Sam Franzi (Catholic Education Office) Ashley Hall (Department Sustainability and Environment) and Peter Collins (Latrobe City Council). Other members who contributed to the evaluation included Joan McColl (Baw Baw Sustainability Network), Van Den Eynde (Department Education, Employment and Community Development), Kelvin Slade (Gippsland Education Precinct), Cathy Blackford (Lumen Christi Catholic Primary School) and Lisa Benn (Kurnai College Morwell).
4. Method for getting information: How did you obtain information necessary for evaluation? :
The terms of reference for the evaluation (i.e. governance, research, partnerships and promotion of EfSD) were listed by the facilitator on a white board and all comments by participants placed under various headings. These were then reviewed and regrouped where necessary to avoid duplication.
5. Findings: What are the main findings of your self-evaluation? :
The evaluation process identified that the main achievement to date had been the drafting of both the RCE Gippsland Strategic Plan and Business Plan. The Open Space Forums conducted in South Gippsland and Latrobe Valley date were seen as successful, with planning for a fourth forum in Orbost, East Gippsland in October 2012 now well underway. Further potential funding sources have also been identified. A governance related issue in regard to meeting protocols was identified by the evaluation as an area in need of improvement. Overall, the evaluation process carried out as part of the Strategic Plan found that RCE Gippsland had achieved an acceptable level of progress given its recent formation, and the volunteer status of its membership.
6. Evaluation: Please indicate if your RCE undertakes any other forms of evaluation. :
The RCE Gippsland Strategic Plan and Business Plan set out clear objectives for activities and projects over the next two years. Further evaluation to assess progress achieved against the proposed timeline will be conducted by RCE Gippsland on an annual basis.
