The establishment of the RCE Belarus became possible due to the integrating efforts of the Education for Sustainable Development Association and Belarusian State Pedagogical Maxim-Tank- University (BSPU). RCE Belarus was acknowledged by the United Nations University Institute for the Advanced Study of Sustainability and joined the worldwide RCE Network on 2 nd October, 2017. The RCE Belarus activities are supported by Coordination Center “Education for Sustainable Development” of BSPU..

The Republic of Belarus is a part of the Central and Eastern European region. Although a landlocked state, the location has made Belarus an important trade and transport route between Europe and the former Soviet Union countries.

Belarus is a member of the Eurasian Economic Community, the Collective Security Treaty Organization, the international Non-Aligned Movement since 1998, the Organization on Security and Cooperation in Europe (OSCE), and the UN since its founding in 1945. Belarus is included in the European Union's European Neighborhood Policy (ENP) which aims at bringing the EU and its neighbours closer.

For the past decade, Belarus has focused its efforts primarily on ensuring social stability in a challenging environment of transition from one economic model to one conditioned by today’s globalised world. The socially-oriented economic development model has helped to preserve industrial potential and avoid a sharp increase in poverty, but this improvement has not yet led to positive changes in environmental security, due to the aftermath of the Chernobyl disaster and the high deterioration of industrial fixed assets.

Belarusian ESD practice is at a relatively early stage of development, which is limited by the lack of a National Strategy and Program for ESD development, that would encompass all levels of formal education, non-formal and informal learning. Despite a number of successful projects in ESD implemented with a support of EU, UNDP, Support Program of Belarus of the Federal Government of Germany and other international programs, there are still problems with openness and flexibility of the education system and enhancing the role of education in the sustainable development processes of the regions.




Our Vision



RCE Belarus is a community of professionals, institutions and organisations, established with an aim to promote Education for Sustainable Development (ESD) into all areas of society, as well as to integrate the Belarusian experience of ESD practices into the international RCE network.

Its vision is to foster an inclusive quality national education system focused on the values and goals of the sustainable development (SDGs), that provides possibilities for responsible and engaged citizens to be agents of change in shaping the sustainable future for all generations.

The main goal of this RCE is to ensure the professional and expert support to the promotion of the SDGs and ESD practices in educational, economic, ecological and social areas on the national, regional and local levels of government in Belarus.


  • To bring about interregional and global collaboration with other RCEs, developing joint projects, research activities and mechanisms for sharing and disseminating accumulated knowledge, experiences, expertise and examples of good practices in ESD 
  • To establish the system of integrated support for joint activities of educational agents, stakeholders in sustainable development and to support networking of SD and ESD actors in Belarus
  • To contribute to the wide-spreading of the international, intersectoral and inter-agency cooperation in ESD area on all levels of the continuous education system in Belarus
  • To encourage whole-institutional approaches by establishing ESD school and university plans or embedding ESD in existing educational plans
  • To develop a Master Action Plan to turn Belarus into a sustainable region and produce and make available a National report about achievements of local and regional ESD actors in implementing a UNECE Strategy on ESD for 2015 – 2020 years

Management Structure 

RCE Belarus is centrally managed and coordinated by the staff of the Coordination Centre “Education for Sustainable Development” based at the Belarusian State Pedagogical Maxim-Tank- University, that provides office and its day-to- day functioning and the secretariat.. 

Each RCE Belarus member is like a hub (a net point), which is connected to other members and partners in their project activities. The network will be built from local and regional educational institutions, NGOs, local authorities and local enterprises. The most active RCE Belarus’s members will be recognised by partners or other members as resource centres.
