Description of RCE and Geographic Region:

RCE Okayama is located in Okayama City, located on the north shore of the Seto Inland Sea in Japan. It is a major regional transportation hub and the city itself has a population of roughly 720,000. Since the Meiji era, the Okayama region has been developing steadily as the centre of Okayama Prefecture. It has acquired business, educational, cultural, political and administrative functions and has the facilities necessary for a comfortable lifestyle. However, the Okayama region also faces challenges, such as an expanding aging population, and destruction of farmland and natural environments in the suburbs.

In 2005, RCE Okayama established the Okayama ESD Promotion Commission whose secretariat is headquartered in Okayama City. The Commission’s main roles are policy-making and planning, supporting member organisations and facilitating their collaboration, the provision of capacity-building, conducting advocacy, and PR. RCE Okayama have promoted a whole-city approach to ESD with characteristics including various stakeholders’ participation, municipal and university support, and community-based ESD at CLCs (Community Learning Centres, known in Japanese as ‘Kominkans’) and schools.

In 2014, RCE Okayama hosted the 9th Global RCE Conference, co-organised by UNU-IAS. Following the end of the UN Decade of ESD (2005-2014), RCE Okayama and Okayama City are committed to further accelerating and mainstreaming ESD by implementing the Global Action Programme (GAP). Based on achievements and challenges during the past decade, the commission formulated the ‘Okayama ESD Project Master Plan 2015–2019’ with eight main action areas as follows: 1) Sharing a vision of a sustainable Okayama region, 2) Youth and Capacity Building, 3) Local Community and CLCs, 4) Schools, 5) Rewarding Good Practices, 6) Enhancement of ESD Activities, 7) Promoting Enterprise-led ESD, and 8) Strengthening International Cooperation.

In 2017, RCE Okayama, Okayama University and UNU-IAS co-organised the first RCE Thematic Conference from 5-7 December in Okayama.  

Goals and Objectives:

The goal of RCE Okayama is to create a region where people learn, think, and act together for creating a sustainable society.

The objectives are as follows:

  • to raise citizens’ understanding of sustainable development and to encourage their actions
  • to increase the numbers of organisations which actively promote ESD and make efforts for building a sustainable society, and to facilitate their cooperation and collaborations
  • to strengthen networks with international, national and local organisations and to continuously learn together

Upcoming Activities:
  • Continuously promote ESD to contribute to the SDGs through strengthening cooperation and collaboration among stakeholders in local community, nationally and globally.

Achievements:
  • ‘Okayama ESD Project’ has furthered community-based ESD promotion through multi-stakeholder collaboration. Organisations involved in the project have increased to 283 (as of August 2018).
  • RCE Okayama and its member organisations received prestigious global and national awards on ESD and SDGs as follows:
    • ‘Okayama ESD Project’ conducted by RCE Okayama won the ‘UNESCO-Japan Prize on ESD’ (2016).
    • Okayama City received the ‘UNESCO Learning City Award’ (2017).
    • Okayama University won the ‘Partnership Prize’ of the first JAPAN SDGs Award (2017).
    • Okayama City was designated as a ‘SDGs Future City’ (2018).
